You can stay offline and use MAGIX MP3 Maker. The Internet connection is required for activating and validating the program, as well as for some program functions but not for making/mixing music.The software can also be used offline. However, please note that the program requires an Internet connection at least once a month to validate the license. However if you are looking for an alternative solution you can try The Visual Recorder, available by accessing its website : http://visualrecorder.denniehoopingarner.com/
I have installed that software on a Windows 7 laptop. When starts loading a window opens saying that it has been installed by a restricted user. I know the account has administration rights.

Although you have installed the application with administration rights, I can tell you that this is not enough. Try to run the setup package as Administrator. You can do this by right clicking the setup package using Run as Administrator. Most likely the application installed successfully, but it haven't written the registry entries as it should have.
If you have lost the password to your account, you can check the official website of the Magix product to retrieve it. Any problems related to the software's registration should be directed to the Technical Support. Alternatively, use the My Account to recover your password.
